Announcement of the Ministries and Commissions on the Administration of Wool and Tops Imported Country Quotas in 2012

According to the "Free Trade Agreement between the People's Republic of China and the New Zealand Government" (hereinafter referred to as "China-Singapore FTA"), the amount of wool and wool top country tariff quotas (hereinafter referred to as the country quota) imported from New Zealand in 2012 was 28,941 tons respectively. 521 tons (this quantity is the quantity of wash/adjustment). In order to do a good job in the import management of related commodities, the relevant matters are now announced as follows:

First, the implementation of the country's quotas is based on the contract's "first come first lead" distribution. The applicant submits the country quota application (including processing trade) to the authorized Ministry of Commerce of the place where the industrial and commercial registration is located (the enterprise under central management directly to the Quota License Affairs Bureau of the Ministry of Commerce (hereinafter the same)) with the wool, wool top import contract and related materials.

The “Wool and Tops Country Quota Application Form” (hereinafter referred to as the “Application Form”) can be obtained from authorized agencies of the Ministry of Commerce or downloaded from the website of the Ministry of Commerce (http://www.gov.cn). The country of origin of import contracts in the "Application Form" is limited to New Zealand.

2. The quotas for wool and wool top countries before September 30, 2012 shall be applied in the following ways:

wool. The number of wool country quotas that have been applied for by actual performance applicants (those that hold 2011 wool country quotas and have actual import performance) shall not exceed the import amount under the same trade mode country quota in 2011.

Tops. The number of top-level country quotas applied for by actual applicants (that is, companies that hold 2011 global tariff quotas and have import performance) shall not exceed 20% of the global tariff quota import volume under the same trade mode in 2011, and Applicants' tops can claim a total of no more than 50 tons.

When the number of country quotas has reached the total amount of wool and wool country quotas for 2012, the Ministry of Commerce authorized the agency to stop accepting applications from applicants.

3. After September 30, 2012, if the country quota has not been applied for, the above-mentioned applicants with actual achievements have already completed the number of imports specified in Article 2. With the approval of the Ministry of Commerce, they can continue to apply for the country quota. Other applicants approved by the Ministry of Commerce (for enterprises that hold the 2011 global tariff quota for wool or wool, import performance but no national quota, or newly built and put into operation, and have annual processing capacity of wool and wool tops exceeding 5,000 tons) may apply Country quotas.

Fourth, the country quota certificate is used to verify the use of "import tariff quotas for agricultural products," but the quota card must be clearly marked in the remarks column "New Zealand wool, wool top country quota." The number of quotas indicated is the number of flushes/publications.

5. When the importer of the country's quota holder imports, he shall declare the quantity of the washed/adjusted quantity of imported wool to the customs according to the actual situation, and submit the relevant "Industrial Customs Tariff Quota Certificate". If the Customs reviews and confirms and complies with the relevant provisions of the China-Singapore Free Trade Agreement, the China-Singapore Free Trade Agreement will be subject to the agreed tax rate; if it does not comply with the relevant provisions of the China-Singapore FTA, the most favored nation or ordinary tax rate will be applied.

6. The application conditions and procedures for country quotas, the validity period of quota permits, extensions, returns, write-offs, and related penalties shall be implemented in accordance with the Implementation Rules for the Administration of Import Tariff Quotas of 2012 Wool and Tops (MOFCOM Announcement No. 61 of 2011). .
